The policy of higher education in Russia is demonstrated and largely determined by the emergence of a number of universities with a new status. In 2006, the first 17 innovative universities were selected, in 2007 - forty, which were allowed to implement their own innovative educational programs. Then a special status of unique scientific and educational complexes was given to the leading classical universities - Lomonosov Moscow State University. M. Lomonosov (MSU) and St. Petersburg State University (SPbGU), seven federal universities (FU) were created, twenty-nine universities received the status of a national research university (NRU). Universities that are already leaders today and should achieve even greater success (scheme) in 2010 merged into the Association of Leading Universities of the country, which, like others best universities should play a decisive role in improving the quality and modernization of education in Russia, reviving postgraduate studies and developing science, and preventing the brain drain.
The main goals of the creation of federal and national universities, according to the opinion of experts and information accompanying the tender documentation, are - conclusion Russian education and science to the world level, development of the system of higher professional education, strengthening the links between higher education institutions and the economy and social sphere, creation and implementation of innovative services and developments.
The goals of the federal university include: the formation and development of a competitive human capital in federal districts; providing programs for the socio-economic development of territories and regions in its composition with qualified personnel; integrated personnel and scientific support for large-scale projects and programs at the federal and/or regional level (the concept of creation and state support for the development of federal universities), training, retraining, advanced training of personnel.

National Research Universities (NRUs) is a new category of higher educational institutions Russia, which was established in relation to twenty-nine leading domestic universities in order to create on their basis advanced world-class scientific and educational centers that meet the needs of the national economy in highly qualified personnel and contribute to development Russian science and technologies.

In 2008, by Decree of the President of the Russian Federation, the status of national research universities was awarded to and. In 2009 and 2010, the number of national research universities on a competitive basis included more representing different regions of the country.

The concept of forming a network of NRUs formalized the idea of the need to increase the competitiveness of the domestic high school through priority support of the most powerful universities capable of becoming the flagships of science and education both on the national and international arena.

Joining the global competition, Russia, following other countries, forms a model of research universities that focus their efforts on the advanced development of science, the generation and implementation of innovations, and the training of highly qualified specialists. The website of the Ministry of Education and Science of the Russian Federation gives the following definition of the main task of the emerging research universities: “The National Research University (NRU) is the real embodiment of a new approach to the qualitative modernization of the science and education sector and a new institutional form of organization of scientific and educational activities designed to take on the main burden in personnel and scientific support for the needs of the high-tech sector of the Russian economy.

The idea of integrating science and education is especially relevant for Russia, since in the Soviet period academic science was largely divorced from the university, and universities only partly participated in the process of creating innovations, concentrating their main efforts on training. Since the 1990s, the links between universities and the real sector of the economy have weakened even more, and Russian universities were unable to play a significant role in scientific and technological progress, in contrast to foreign research universities, which by that time had become the pillars of the new knowledge-based economy.
