Judging by the profile photos of Miknis in social networks, Vitaly Ivanovich generally loves to travel. In general, I do not see anything vicious in this predilection. However, I hope that he made all the rest of his trips during a legal vacation, and not a fictitious sick leave.


Taking this opportunity, I want to draw the attention of the new Minister of Education, Olga Yuryevna Vasilyeva, to the material posted by me and stop the occurrence of such incidents that disgrace the capital's universities, which all others are equal to educational establishments Russia.

On September 29, a change of power took place at the Moscow Aviation Institute, known throughout the country as the MAI. The institute received an order from the Ministry of Education and Science to appoint a new acting rector of the university. Instead of the hastily dismissed Anatoly Gerashchenko, Alexander Rozhdestvensky, the former rector of the disbanded Moscow Aviation Technological Institute (MATI), became them. The idea of ​​merging two universities - the authoritative and well-known throughout the country MAI and recognized as inefficient MATI - was announced by the ministry back in March. It was decided to merge the two institutes into one. It was assumed that students from this merger will only benefit and be able to get a wider range of professions. But no one expected that the format change would be so tough.

MAI stormed seriously, because in fact, the head of the largest aviation university country, a person was appointed overnight, firstly, who did not have a hint of professional knowledge of the subject (that is, aerospace) in his track record, and secondly, who somehow failed to save the university he ruled from collapse.

Everyone with whom we managed to talk on this topic, and whose opinions were heard on the sidelines of the Moscow Aviation Institute, was not even struck by the very fact of a change of power at the institute. The term “optimization” has long been strongly associated with the camouflaged destruction of any industry, and people do not expect anything good from reforms. The “manners” of the new government were astounding. The manners demonstrated by this government do not leave any illusions about the methods by which the MAI will be strengthened and, apparently, “grow with glory” among the employees and students of the university.

And such manners. The notice of dismissal was handed to Gerashchenko without any preliminary negotiations, without ritual procedures, which, although they do not change the situation, still soften the blow. The name of the rector was hastily removed from the main page of the institute's website, and the name of Rozhdestvensky was added in its place. The tablet with the name of Gerashchenko over the rector's office was knocked down the very next day after his forced resignation.

The procedure for the merger of two universities, and, in fact, the change of leadership in one, apparently, was being prepared for a long time, but as a special operation. According to the labor contract, the powers of the rector Gerashchenko, and he was not going to renew the rectorship ( age limit 65 years in this position) ended on December 2. And even if the decisions at the top have already been made, it is impossible to understand why it was impossible to wait two months and change the leadership of the university in a more or less decent manner. But quite recently, at the beginning of August, a letter from the ministry came to the MAI, which announced the start of the procedure for choosing a new rector. Anyone interested can apply to the committee. That is, the institute was calmly going to choose a new leader from well-known candidates. However, on August 20, a new letter came from the “educational” department, in which the upcoming elections were canceled without explanation.
The reason in the face of Mr. Rozhdestvensky appeared at the university on 29 September.

In the first two days of his work at the MAI, Rozhdestvensky, according to the testimony of the university staff, terminated the contracts of almost all vice-rectors, withdrew the seal of the institute and suspended all banking operations of the MAI.

Almost on the same days, a petition appeared on the Change.org website, collecting signatures against the appointment of Rozhdestvensky as rector of the Moscow Aviation Institute. As of October 6, more than seven thousand signatures were collected.

Here are some of the most common signer arguments:

Orkhan Yashin: “I believe that the choice of the rector of the institute should take place not for the intended purpose, but through honest and fair elections. I also think that the rector of the aviation institute should not and cannot be a person who does not have any education related to the aerospace industry.

Yuri Cheryomushkin: “I believe that at least until the information about plagiarism in the dissertation is refuted on the Dissernet resource, it is extremely unethical and insulting to students and teaching staff to consider Rozhdestvensky for the position of rector of the Moscow Aviation Institute”.

Olga Aleshina: “The rector should be elected on a competitive basis - according to his merits, and not according to the lawlessness of officials who are diligently ruining the best system in the world higher education».

Speaking of Dissernet. On the site of this resource you can find a link to the work of Alexander Rozhdestvensky, protected by him in 2009. In fact, by sending a specialist without specialized education and at reputational costs to the post of rector of the most famous university in the country, Minister of Education Livanov closed the possibility of a dialogue between officials and scientists, equating the latter not with the intellectual elite, but with the service personnel.

The former rector of the MAI, academician of the Russian Academy of Sciences Yuri Ryzhov, who has worked at the institute for more than thirty years, assesses what happened as follows: “This is not an extraordinary situation, this is a continuation of what was done with the Russian Academy of Sciences. It all started with the appointment of Academician Vladimir Fortov to the post of President of the Russian Academy of Sciences. He is very honest and clever man. However, the reformation of the Academy that took place after his appointment did not lead to anything good. FANO was appointed over the RAS ( federal agency scientific organizations. — LF.), which manages the finances of the academy. But now they have begun to actively intervene in deciding which scientific direction to give money, and which not to give.

At MAI, the situation is even more vile, because the rector Gerashchenko was not only dismissed from his post, but they did it with the utmost shamelessness. There was an ordinary academic council, vice-rectors read routine reports, and at the end of the action, officials entered the hall and read out an order that Gerashchenko had been fired from the Moscow Aviation Institute with the issuance of a work book to him without the right to visit the MAI. After they moved to inspect the offices. This all looks very much like a raider takeover, because the appointment of the rector should take place according to the procedure, and not as a planned operation.

As a professional, I have questions for the Ministry of Education regarding the candidacy of a new rector. When he headed the Russian State University of Technology them. K.E. And in response to a question from the audience whether he intends to stand as a candidate for the upcoming elections of the rector in accordance with the charter of the university in December, he announced the news that no one in the hall suspected: “In June, a model charter developed by the Ministry of Education was sent to all universities. According to the new charter, the rector will be appointed.”

In our field of education, one of the best institutions that trains personnel for a technological breakthrough is the Moscow aviation institute(MAI), which received nine years ago the status of a national research university. Perhaps this is the only university that trains specialists in the entire "life cycle" of aviation and rocket and space technology.

According to the report of the international rating agency Round University Ranking (RUR), MAI showed a record result in 2017, rising from 95th to 54th place due to a sharp increase in the quality of education and research, international activity and financial stability. MAI was among a dozen Russian universities in the world's top 100.

About how true such reviews are, in an interview with the VZGLYAD newspaper, the rector of the university, in the recent past the general director of the United Aircraft Corporation (UAC) Mikhail Pogosyan, spoke.

VIEW: Mikhail Aslanovich, training of future personnel - important task. But there were reports that you have a shortage of students and, thus, our defense enterprises in five years are threatened with a shortage of personnel.

Mikhail Pogosyan: These are wrong messages. We don't have any issues with recruitment today. On the budget places we accept annually more than three and a half thousand students. Approximately one thousand students are accepted for paid training.

Actually, in terms of the scale of training of specialists, MAI, as well as Bauman Moscow State Technical University, are, from my point of view, the most comprehensive universities that train specialists for high-tech industries.

VZGLYAD: On Internet forums, students and applicants (or people who appear to be such) write that your university is considered weaker than the same Baumanka. To what extent are you willing to accept this? Maybe MSTU has more funding?

M.P.: There are differences in funding. Perhaps, in terms of some indicators, the MAI is somewhat behind today, but in terms of the dynamics of changes in indicators, we are clear leaders.

I have respect for the work being done by the Moscow State Technical University. Bauman, but I consider such a direct comparison incorrect. I would not like to go into a discussion, but there are indicators by which MAI is ahead of MSTU. It is impossible to make an unambiguous comparison of two universities, each has its own specifics. We have our own line, we implement it.

VZGLYAD: Is MAI ahead in terms of integration into the global educational space? As far as we can tell, English-speaking teachers are involved and foreign students are admitted to closed departments, which usually require special permission. What else are you doing in this direction?

M.P.: For example, English-taught master's programs jointly with Shanghai University - this, I think, has no analogues in other Russian universities. Over the past year, we have seen very good dynamics: the number of foreign students who enter MAI has increased by one and a half times. In 2017, more than three hundred people were accepted.

In general, the number of students from the PRC who study under the program of "double diplomas" has noticeably increased.

In addition, we have established close coordination with European universities. For example, in such areas as composite structures, aviation equipment service.

VZGLYAD: Yes, in the reviews about the university, on the one hand, it is noted high quality teaching. But, on the other hand, some students complain that among the teachers there are good specialists who, however, cannot convey their knowledge to students. That is, their lectures are boring. How do you plan to deal with this?

M.P.: I think this is a subjective assessment. It is definitely impossible to ensure the same interest in all subjects of training, for all teachers. All have pros and cons. But we note that the competition for a number of areas of training at the MAI suggests that there is a steady authority and interest.

I know other points of view: that the MAI has trained not only engineers, but also people who are able to solve complex non-trivial problems. This cannot be done if teachers do not effectively impart these knowledge and skills.

VZGLYAD: If we are talking about graduates, many of whom really work in important areas, including in the defense industry, do you think their work is fair? There were statements that MAI graduates, for example, working in Komsomolsk-on-Amur or Petropavlovsk-Kamchatsky, can receive 35 thousand rubles, which is clearly not enough for the Far East ...

M.P.: There is no such salary, 35 thousand, for a specialist. If a person studied normally at MAI, then the average salary of our graduates is 55-60 thousand rubles. There are relevant ratings, you can refer to them. MAI is among the five to seven leading universities in Russia in terms of remuneration of graduates and in terms of the demand for specialists. So the statements you mentioned are just rumors.

VZGLYAD: President at a recent meeting with university rectors posed the question point-blank: what can and should be done Russian universities to achieve a technological breakthrough? How will the MAI participate in this breakthrough?

M.P.: Indeed, the challenge facing universities now is not only to follow the industry, but to set those priorities that will largely determine competitiveness in the future.

Therefore, universities should prepare people not for today's technologies and services, but for tomorrow's. And MAI is working in this direction. It concerns both traditional areas of engineering basic training(such as aircraft construction, spacecraft, engine building), and such areas as information technology.

If we talk about how we specifically solve this problem, then let's take one of the vectors: this is a significant increase in the amount of work in the interests of the industry, promising programs. Last year, we reached the volume of research work worth more than 2 billion rubles, this year we plan to come close to 3 billion rubles. This has just been achieved due to the fact that we are significantly expanding the range of scientific research.

In addition, we actively participate in the implementation of the strategy of scientific and technological development. The direction of the strategy related to integrated development territories , we are also actively developing. In this work we take direct participation.

As part of the breakthroughs, we aim to train people who are capable of leading these breakthroughs. To do this, today we are implementing a number of new areas of their training: such as product life cycle management (we train those who are ready to solve problems in a complex way). The second of these important areas is the school of management, the purpose of which is to train the personnel reserve of corporations.

We are also opening up new areas of training - digital manufacturing, software development management in the field of IT, composite structures in the field of aircraft construction, space technology and a number of other areas.

Thus, the areas where the skills of our graduates are applicable are not only the military-industrial complex, aircraft building, space, engine building and other traditional areas. Specialists will be in demand in the field of IT. There are entire companies, the basis of the team of which are graduates of our faculties, associated with the training of specialists in information technology.

If we turn to history, then MAI has always trained to a large extent not just specialists, but successful people. I believe that from the point of view of training the heads of enterprises, MAI occupies a leading position compared to other universities - our specialists show themselves very well in the aerospace industry and metallurgy.

In general, we can say that MAI is not only an engineering school, but also a school for people who achieve success in a variety of areas.

Moscow Aviation Institute, MAI - Trains elite engineering specialists.
