During 2017-2018, many competitions with tempting grants will be held in Russia. Of course, we will not be able to list all of them, but we will definitely present the most interesting ones, in our opinion, in this material. Federal Target Program "Research and Development 2014-2020"

The first stage of work within the framework of the Federal Target Program "Research and Development 2014-2020" has been completed. According to the results competitive selection organizations performing scientific research within the framework of the federal target program "Research and development in priority areas of development of the scientific and technological complex of Russia for 2014-2020" (Event 1.1., 21st stage) of the Ministry of Education and Science of the Russian Federation, Center for Scientific and Technical Expertise IPEI RANEPA was declared the winner of the competitive selection. (Agreement on granting a subsidy No. 14.601.21.0009, concluded between the Ministry of Education and Science of the Russian Federation and the RANEPA for conducting research on the topic "Creating a system of measurable indicators and methods for their use to determine priority areas of science and technology")

The RANEPA scientific team led by Natalia Glebovna Kurakova completed the first stage of work on the topic “Analysis of existing approaches and models for choosing priority areas for scientific and technological development of a civil nature using measurable indicators” under subsidy agreement No. 14.601.21.0009, concluded between the Ministry of Education and Science of the Russian Federation and RANEPA for research on the topic "Creation of a system of measurable indicators and methods for their use to determine priority areas of science and technology."

The analysis of the reasons for the transformation of scientific, technological and industrial policy in industrialized and developing countries in the post-crisis period of 2011-2015 is carried out. It is shown that the diffusion of technologies associated with the activities of TNCs and the practice of expanding scientific and technological outsourcing has led to the threat of the transition of technological leadership from the United States and EU countries to China and the Republic of Korea. To prevent trends leading to the loss of leadership, primarily in the development of new production technologies, the US and EU countries have chosen the strategy of reindustrialization of their own economies as the main vector for updating the scientific and technological policy. At the same time, there is an increasingly clear tendency to limit the export of the most breakthrough and advanced technologies outside the leading countries, i.e. the trend of internationalization of scientific and technological activities is increasingly being replaced by a policy of "technological colonization".

When choosing the priorities of science and technology in industrialized and developing countries in 2011-2015. such measurable indicators of technology areas as “increase in labor productivity using new technologies”, “creation of products with high added value”, “creation of new jobs”, “volume of the global market created by products and services of the new technological agenda”, "the possibility of capturing significant niches in the global market." When using this group of indicators, the prioritization models in the Republic of Korea are of great interest. Another group of measured indicators is related to the comparative assessment of the competitiveness of national technological reserves with the reserves of countries claiming to be leaders. Such indicators are used in the forecasts of the scientific and technological development of Japan.

In general, the performed study gives reason to conclude that the choice of priorities for scientific and technological development of developed and developing countries in the format of state scientific, technological and industrial policy is based on goal-setting associated with the solution of urgent socio-economic and political tasks facing the country. The system of measurable indicators of priority technological areas appears when they are formalized and operationalized at the level of departments responsible for the implementation of priorities.

The second stage of work within the framework of the Federal Target Program "Research and Development 2014-2020" has been completed. The RANEPA scientific team led by Natalia Glebovna Kurakova completed the second stage of work on the topic "Development of a system of measured indicators, taking into account its approbation to determine priority areas of science and technology" within the framework of the Federal Target Program "Research and development in priority areas of development of the scientific and technological complex of Russia for 2014- 2020".

The performed scientific research was aimed at creating a system of measurable indicators and a methodology for their use for comparison, ranking and substantiation of the choice of priorities for scientific and technological development of the Russian Federation.

Based on the analysis of existing approaches and models for choosing the priorities of scientific and technological development using measured indicators in leading foreign countries and international organizations, as well as taking into account the characteristics of the national innovation system, 30 indicators were selected, grouped according to five basic factors that characterize the level of development and the prospects of a particular scientific and technological direction. Indicators reflect the influence of several trends at the same time (i.e., they are multifactorial); contain a clear and unambiguous interpretation of the results for decision makers; quantitatively express the state of the object of analysis, make it possible to clearly determine the direction of the ongoing changes; are formed with a relatively simple procedure for collecting information and calculations; make it possible to assess the object of the survey in dynamics.

For the purposes of practical use of the Methodology, the measured indicators are expressed in relative and normalized values. The evaluation algorithm proposed in the Methodology makes it possible to implement any degree of detail when choosing a scientific and technological direction. The measured indicators selected for assessment are integrated according to the formulas of simple or weighted average indicators, taking into account their significance and role for characterizing the scientific and technological area and have different statistical weights. Integral estimates are reduced to the final indicator of the priority of the analyzed direction.

On the example of four scientific and technological areas, the Methodology was tested, the results of which were discussed at expert events with the participation of representatives of the FASO of Russia, the Presidium of the Russian Academy of Sciences, the Russian Foundation for Basic Research, and the Moscow Innovation Agency. The comments and suggestions made by the experts were taken into account and reflected in the final version of the Methodology.

It is expected that the use of the Methodology will help justify management decisions aimed at concentrating intellectual, financial, organizational and infrastructure resources to support research and development, as well as creating products and services necessary to respond to the great challenges facing the Russian Federation.

According to the results of the competitive selection of organizations performing scientific research within the framework of the federal target program "Research and development in priority areas of development of the scientific and technological complex of Russia for 2014-2020" (Activity 1.1., Stage 21) of the Ministry of Education and Science of the Russian Federation, Center for Scientific -technical expertise of IPEI RANEPA was recognized as the winner of the competitive selection.

Grants of the President of the Russian Federation

Grants are allocated to finance the costs of conducting fundamental and applied scientific research aimed at solving problems that will allow obtaining scientific and scientific and technical results and creating technologies that are the basis for the innovative development of the domestic market for products and services, as well as Russia's stable position in the foreign market.

Applications can be submitted for the competition in the following areas of knowledge:

  5. Earth sciences, ecology and environmental management

The Elizabeth Greenshields Foundation provides financial assistance to young talented artists in initial stage their creative path. Grants are awarded to candidates working in the fields of painting, drawing, engraving or sculpture.

The grant is 15,000-18,000 Canadian dollars, but the Foundation reserves the right to award awards in other sizes. The money received can be used for any purpose related to art: study, travel expenses, studio rental, purchase of materials, and so on. The winners of the competition after the completion of the work or project are required to submit a detailed report on their creative activities.

Applications for participation in the competition are accepted at any time.

Requirements for candidates

Participation in the competition is open to artists or students from any country working in the style of painting, drawing, sculpture or engraving. They must demonstrate the desire and desire to connect their lives and careers with art. Applicants must be at least 18 years of age at the time of their application. Commercial artists, photographers, video artists and filmmakers are not eligible. The works of abstract artists are also not considered.

An all-Russian grant competition "Territory of educational projects - School" has been announced. Deadline June 30, 2017

The purpose of the competition: Identification and support of the project activity of educational institutions on the territory of the Russian Federation, aimed at the full cooperation of teachers, students and their parents with local communities in order to ensure equal educational opportunities for everyone.

The competition is held for school teams (teachers, parents, graduates) who are ready to implement the project at the school within school year. The competition is aimed at identifying and supporting school projects worthy of development and replication in educational organizations our country.

All projects are divided into categories: metropolitan schools, urban schools and rural schools.


  • "School of high information culture". Use projects modern technologies in educational process and culture of working with information
  • "School of Growing Up". Projects of the school of steps, as schools of growing up, taking into account the leading activities, organizing the design of the educational space for different age groups of schoolchildren
  • "School is a resource center". Projects of network interaction with organizations of different levels of education (school - university, school - preschool educational institution, school - school, school - secondary vocational education, etc.),
  • "School professional self-determination". Projects for the organization of professional self-determination of schoolchildren. Career guidance, interaction with business, organization of the first professional trials and work practices for students.
  • School is the center of society. Organization and implementation of projects for the local community, nearby territories, programs and courses for adults, involvement of graduates and the parent community in the life of the school.

An application for any of the nominations can be submitted by the Applicant for one of two cash prizes:

  • in the amount of not more than 1,000,000 (one million) rubles;
  • in the amount of not more than 500,000 (five hundred thousand) rubles.


The total prize fund of the Contest is 22,500,000 (twenty-two million five hundred thousand) rubles. The prize fund is distributed among the winners of the Contest by providing targeted donations for the implementation of the Projects submitted for participation in the Contest in cash.
