Military personnel, including reserve personnel, with secondary or higher specialized education, receive professional retraining after dismissal. Additional education in any specialty is provided free of charge. The duration of the contract must be a minimum of 5 years and the reasons for dismissal are limited to the following:

  • Age limit for service;
  • Expiration of service life;
  • Deterioration of health;
  • Organizational and staffing measures.

A new procedure has been established since 2015 and is relevant in the current year 2017. Full information on professional retraining of military personnel is contained in Order No. 630 “On the procedure and conditions for professional retraining in one of the civilian specialties of certain categories of military personnel - citizens of the Russian Federation serving under a contract” dated October 21, 2015.

Forms and conditions of professional retraining

In 2017, military personnel are allowed to choose full-time, part-time and part-time forms of education. At the moment, the Ministry of Defense of the Russian Federation does not support distance education.

The rules limit the duration of retraining: up to 4 months, but not less than 250 hours of training. There is no need to take entrance exams.

The serviceman does not pay for additional education; the cost is fully compensated by the state. However, the list of universities is limited to military institutions, is published on the website of the Ministry of Defense of the Russian Federation and changes periodically.

You can use state support only once and only within one specialty.

How to start professional retraining

In 2017, the order is divided into successive stages.

First you need to choose a place and educational program. Then the serviceman must submit the following documents to the personnel department of the military unit where he is serving:

  • A copy of the diploma of first secondary or higher education;
  • A copy of the officer's identification card.

After submitting the documents, the personnel department sends them to the Main Personnel Directorate of the Ministry of Defense of the Russian Federation. There they analyze the data of all military personnel, and decide who will receive retraining and in what time frame, and then they are automatically redirected to an educational institution and the serviceman is enrolled in the chosen faculty.

Professional retraining preserves the status of a military man and all forms of allowance.

Military mortgage and professional retraining

As for the military mortgage: if at the time of dismissal the employee participates in the NIS, the savings for 20 years of service will be paid, since the reasons indicated at the beginning of the article will not make the debtor payable for housing.

If you do not fall into the categories of military personnel for professional retraining indicated above, but are planning to resign of your own free will and start a career in another field on your own, be sure to know: it will be impossible to use a military mortgage, and the one already issued will be completely transferred as a debt to the former military man.

Moreover, you will have to return to the state all spent savings, from which the initial payment was made and monthly partial repayments were made. Weigh the factors before making a decision.

The program, according to which the retraining of military personnel is being implemented, was introduced several years ago in an experimental mode. Due to its success, they decided to continue it. If desired, military personnel are given the opportunity to undergo one of 60 types of professional retraining before leaving.

For this purpose, courses were opened in the largest garrisons. Those liable for military service who served in remote locations could study through the arrival of mobile groups of teachers from leading educational institutions. Additional education is provided free of charge by universities under the Ministry of Defense of the country.

Purpose and purpose of professional retraining

Retraining is organized to ensure social protection for officers who are dismissed due to reductions in the Armed Forces or for other reasons (more on this below), as well as their families, and to provide state support for obtaining the most popular specialties “in civilian life.” During the program, thousands of officers, as well as members of their families, managed to take advantage of state support, take courses in the army, and find employment in a new specialty. This activity continues in different regions of the country.

Universities where retraining is carried out provide an opportunity not only to obtain a civilian specialty, but also assist in issues of registration for work. In addition to training, during the courses you can receive legal advice, participate in various forums, conferences and other events. Retraining of willing military personnel transferred to the reserve is carried out in the following areas:

  • organization of accounting and auditing;
  • public administration;
  • taxation;
  • HR management;
  • organisation management;
  • information Technology;
  • Information Security;
  • digital technologies (in communication systems);
  • radio engineering;
  • small business management;
  • jurisprudence and more.

Civilian adaptation of the military is not limited to passing courses. If they wish, they can enter a university to receive higher education on preferential terms.

Who has the right to retraining upon dismissal?

According to the Law “On the Status of Military Personnel,” those liable for military service have the right to professional retraining directly in the year of dismissal, and various conditions must be met, including the following:

  • the period of service must be 5 years or more (time of study in professional military institutions does not count towards this period);
  • the reason for dismissal is unsatisfactory health;
  • serviceman's age limit;
  • end of service life;
  • events organized as usual.

Professional retraining is carried out free of charge, while those liable for military service retain their allowance in accordance with documents approved by the RF Ministry of Defense or other government agency at the federal level. The duration of training is up to 4 months, but not less than 250 hours. Even if a layoff occurs during this time, the training can also be completed without charge.

Age limit

This indicator is one of the grounds giving the right to receive professional retraining in a civilian specialty. It is regulated by the Law “On Military Duty and Military Service”. (Federal Law No. 53). In addition, some provisions regarding this issue can be found in Presidential Decree No. 1237.


Previously, the age limit was 45 years, however, since 2014 it has increased by another 5 years. Currently, 45 years is the age limit only for female military personnel. Thus, for ranks below colonels and captains of the first rank, the maximum age for service is 50 years. For higher military ranks it varies from 55 years to 65 years.

However, officers who wish to continue their career in the army can extend their service by concluding a new contract. This period can range from one year to 10 years, and the decision is made after checking how conscientiously the serviceman performed his duties, as well as his professional skills and state of health. If there is a desire to go “to civilian life,” then a military man can prepare himself by undergoing appropriate retraining. Meanwhile, pension provision and retention of all benefits are retained in any case.

Procedure for retraining reserve military personnel

Enrollment of persons liable for military service in groups for special courses is carried out on the basis of the relevant Order of the Minister of Defense of the Russian Federation. At the same time, a list of military personnel who have decided to obtain one of the civilian specialties, copies of their reports with commanders’ resolutions and educational diplomas that they received earlier are sent to universities where it is planned to conduct retraining courses for the military.

At the time of dismissal of a serviceman for one of the reasons, which allows him to obtain a specialty of a civilian nature under the program in question, a certificate is issued. The document states that he has the right to undergo professional retraining at the university of his choice under the Ministry of Defense of the country. If the price for training is higher than the standards for monetary contributions that are provided under the state program, the military man must pay the difference from personal funds, and free training does not apply to other universities in the country, although they establish preferential conditions for military personnel.

The procedure for enrolling in free courses is as follows. First, the military man must send a photocopy of his passport, educational certificate, and report to the personnel department. The form of study can be different: full-time, evening or correspondence. There are no entrance exams required.

In addition to the civilian orientation, the employee can also acquire a new military specialization. So, up to the age of 50, a military man can receive an official call to the appropriate training camp, where the training course will be carried out.

In accordance with the established standards, after submitting the papers, the command of the institution where the serviceman wishes to study sends a notification to the HF. It contains the form, time and place of retraining. After this, the commander issues the appropriate direction to the future listener, and an order is issued to the HF.

During the training, course participants are seconded and are on a business trip. Thus, they retain their title, salary, allowances in connection with business trips, as well as other types of allowances.

Results of the procedure

When deciding to obtain a civilian specialty through retraining within the framework of a special state program, a military personnel must take into account the following. He does not have the right to take advantage of the state program if he leaves service for reasons other than those listed above, the same applies to the issue of military mortgages.

Military personnel who meet the necessary conditions for retraining, after completing these programs, have a real chance of finding employment in their chosen civilian professions. If they show themselves properly during their studies, they can count on the university’s assistance in finding employment or receiving recommendations.

Research shows that half of the surveyed military personnel being transferred to the reserve plan to work in state-owned enterprises. About 10% expect to find a job in a foreign company, 2% plan to open their own business, another 2% do not intend to work at all, and 22% found it difficult to answer the question. For the remaining 10% of respondents, it does not matter where they work.

Among the highest priority parameters for future work, military personnel see decent remuneration, as well as stability. Other important parameters include a good team, the possibility of career advancement, free planning of your work schedule, and the simplicity of the work performed.

Based on the results of a comprehensive study, we can conclude that discharged military personnel have good conditions for obtaining retraining or advanced training. Half of those who completed the training are satisfied with the courses and the chosen specialty. About ⅔ of those undergoing military service expect to subsequently acquire new knowledge in order to easily get a job in a civilian profession, but not everyone has sufficient awareness of the opportunities provided by the state.

Retraining of military personnel before discharge is a federal program and operates throughout the country. If necessary, a serviceman who retires from active contract service can undergo training in a civilian specialty. The law allows you to attend a military university free of charge, but with the requirement that the university belongs to the Ministry of Defense.

What it is

The basis of the program is installed in Order of the Minister of Defense of the Russian Federation October 21, 2015 No. 630(on the procedure and conditions for professional retraining in one of the civilian specialties). The sets themselves are produced semi-annually. Each intake follows a group distribution, which relates to different universities in the Moscow Region.

The order also regulates the procedure for enrolling military personnel in training groups.

Important! The serviceman should not have disciplinary sanctions or other negative aspects, which in the future serve as grounds for dismissal.

Lists of military personnel who express a desire to undergo retraining in a civilian direction must be compiled before the training period and transferred to the required educational institution located in close proximity to their places of service.

The training itself has two forms: full-time and part-time.

It is worth considering that in order to undergo retraining you will need to follow the standard procedure for enrolling in training.

Retraining was introduced for more comprehensive social protection of officers and other categories of military personnel. After retraining, which consists of taking courses, it is possible to enroll in the chosen educational institution on preferential terms. Also a significant advantage is the university’s assistance in further employment after graduation.

If a serviceman wishes to undergo retraining, he receives a special quota certificate. If the chosen specialty is outside the scope of the free program, then the serviceman himself must pay the financial difference.

Training is provided in various areas. Currently, there are more than 60 professions available.

Procedure

Retraining requires the desire of a serviceman. This is the main point. If there is a desire to obtain a civilian specialty, the procedure is standard:

  • a report is written addressed to the immediate commander;
  • the superiors give a resolution on the report and add the serviceman to the list for training;
  • a documentation package is sent to the educational institution;
  • enrollment in training for a certain period of time is established for the serviceman himself;
  • After retraining, the serviceman goes into the reserve, already having a civilian specialty.

Important! The documents are sent to the military university by the immediate superior of the military personnel who are undergoing retraining.

List of documents that are provided to the educational institution:

  • list of enrollees;
  • copies of reports;
  • the boss’s resolution for each report;
  • the existing diploma of each military personnel.

Subsequently, the form of training is established for the selected training group for each military personnel.

After completing retraining, the serviceman receives state-issued documents that indicate the existence of a specialty.

Peculiarities

Not all military personnel qualify for retraining. There are also nuances that relate to the moments of dismissal. For example, there is a list of circumstances that allow you to take civil courses. All other dismissal options will not work.

The requirement for candidates for retraining is that the serviceman must have at least five years of experience. At the same time, the time of professional-type training is not included in this period.

Retraining can be carried out in the following cases:

  • upon reaching the age limit for your category (training is carried out in the year this limit is reached);
  • if the military type is about to expire;
  • for medical problems (for health reasons);
  • during organizational and staffing events, including staff reductions.

Important! Retraining is mainly used by officers who have previously undergone special military education. For other categories of military personnel, retraining is rarely used.

List of documents:

  • a report indicating all data, including position and rank, as well as the total duration of service in the Armed Forces;
  • copy of diploma;
  • a copy of the officer's ID, if available;
  • management resolution in conjunction with the list in which the serviceman is included.

The report must also indicate:

  • education;
  • name of the civil specialty with the qualifications available;
  • basis for retraining;
  • telephones (personal and business).

All documents must be submitted to the personnel department in person or through the immediate commander. Subsequently, they are sent from there to the required educational institution.

There are no entrance exams for retraining. But there is one caveat. Retraining on a budgetary basis is possible only in relation to one specialty in a one-time option.

The standard training time does not exceed 4 months. The minimum retraining time is 250 hours.

In a number of educational institutions, distance learning is possible, which has replaced the distance learning option.

After the final certification, the serviceman will receive a diploma that will allow him to work in his specialty. The very fact of receiving retraining is entered into the serviceman’s personal file.

If necessary, leaving military personnel can receive retraining, which includes obtaining a civilian specialty chosen independently. The passage process itself is regulated by a special order and is established for all federal territories of the Russian Federation.
