In 2016, one of the first Federal Research Centers in Russia was created in Krasnoyarsk. The Krasnoyarsk Scientific Center includes ten institutes, including seven from Akademgorodok. On April 7, the first elections for the director of the center will take place, and forecasts of who will become it are already appearing in the media and social networks. We figured out what the Federal Research Center Krasnoyarsk Scientific Center SB RAS is, how it relates to Academgorodok, and who will be chosen by almost two thousand employees of the new scientific organization.
Krasnoyarsk Science Center
Krasnoyarsk Academy Town was created in the second half of the 20th century. First, the Institute of Physics was built in the city, which now bears the name of its founder, Academician Leonid Vasilyevich Kirensky. A little later, construction of housing for scientists began. From the mid-50s to the early 90s, new institutions, houses and social infrastructure appeared in the town. Construction was carried out with money from the USSR Academy of Sciences. Land, roads, buildings - all this was managed by the Krasnoyarsk Scientific Center, which represented the Academy of Sciences in the city.
Times have changed, and the rules of life have changed. Almost immediately after the collapse of the Soviet Union, Moscow sharply reduced the amount of money to support the infrastructure of Akademgorodok. Maintaining property has become almost impossible. Even in scientific institutes, budget money is still only enough for salaries and partial payment of utilities. Utility debts have to be paid off from your own earned funds. Moreover, almost all of the land in Akademgorodok is federal. Money to pay the land tax comes from the center and is regularly transferred by the Krasnoyarsk Scientific Center to the city budget.
Gradually, two schools (later one of the schools became the building of SFU) and three kindergartens (of which only one is currently operating for its intended purpose) were transferred to the balance of the city. In 2008, the roads of Akademgorodok were also transferred to the ownership of the city. Several years ago, the management of the scientific center tried to use their own funds to patch up potholes on the road leading to gymnasium No. 13, and paid for it with almost legal troubles - misuse of federal funds for city property.
The situation is not easy. On the one hand, not only scientists have lived in Akademgorodok for a long time. It would seem that the “academicians” should go ahead and abandon all non-scientific infrastructure. On the other hand, at one time the model of organizing science based on the principle of academic campuses was envied by scientists and managers in many countries. The American concept of a “university campus” in which one can live and do research without leaving it is based on similar principles of autonomy and self-sufficiency. It is not entirely clear why we need to break the system that worked in the Soviet Union and continues to work now both in Russia and throughout the world.
Reform: how to embrace the immensity
Federal Research Center Krasnoyarsk Scientific Center SB RAS was formed in 2016 on the basis of the Krasnoyarsk Scientific Center SB RAS, which was previously (in 1978) organized as the Krasnoyarsk branch of the Siberian Branch of the USSR Academy of Sciences.

In 2014, a large-scale reform of academic science in Russia was launched. Firstly, three academies of sciences were merged - the classical one - the Russian Academy of Sciences - and the Academy of Medical and Agricultural Sciences. Secondly, the Federal Agency for Scientific Organizations was created. This structure is the founder of all academic institutions in the country and is responsible for property and financial management.
Any reform cannot be without difficulties. Problems at the Academic Town level became especially noticeable. Independent scientific institutes must divide among themselves territory, property, communications - all scientific and everyday infrastructure. Then the idea arose of uniting all academic institutions into a research center. Within one legal entity, a single land, property and instrument complex is preserved, and scientists have the opportunity to engage in research at the intersection of different sciences without organizational barriers.
The Federal Research Center Krasnoyarsk Scientific Center of the Siberian Branch of the Russian Academy of Sciences was created in August 2016. It included five institutes of the Academic Town (physics, biophysics, forestry, computational modeling, chemistry and chemical technology), three institutes of the former Academy of Agricultural Sciences (animal husbandry, agriculture, agriculture and ecology of the Arctic), one medical institute (medical problems of the North) , special design and technology bureau "Science" and the House of Scientists.
The main difficulty of the unification was not related to the size, but to the heterogeneity of institutions. However, Krasnoyarsk scientists see this as rather a plus for the new structure. The center's development program includes several projects at the intersection of sciences. In January, a large meeting was held in Krasnoyarsk with the participation of heads of academic institutions from all over the country, the governor of the Krasnoyarsk Territory, the leadership of the FANO and the Academy of Sciences. The experience of Krasnoyarsk is considered positive. Now the processes of integration of academic institutions throughout the country are taking into account the Krasnoyarsk approach.
The reform of the Academy of Sciences, among other things, introduced strict restrictions on the ability to occupy leadership positions. A scientist after 65 years cannot be the director of an institute. If the current director is older, he can work until the end of the contract, and then make room for “youth”. In Krasnoyarsk, both organizational reforms and the term of the contract of the director of the Krasnoyarsk Scientific Center SB RAS, academician Vasily Filippovich Shabanov, coincided. Soon the staff of the research center will have to choose a new director. The candidates are two Doctors of Science from their own academic backgrounds. Physicist Nikita Volkov has been heading the Institute of Physics for about five years, and chemist Nikolai Chesnokov has been heading the Institute of Chemistry. In a week we will find out who will develop the Federal Research Center in Krasnoyarsk over the next five years.
New laboratories and discoveries
History and laws, land and property. What about science? What do Akademgorodok scientists do? The answer to this question is very simple. Make a request for “Krasnoyarsk scientists” in any online search engine and you will see dozens of news stories about the results of research by Krasnoyarsk residents. Traditionally, science has been a closed area. But recently it has become clear that the taxpayer should know about what a scientist does with public money. And Krasnoyarsk scientists are not shy about talking about their successes. Glow of living organisms, closed life support system BIOS, magnetic materials, forest fires and insect pests, observations of the earth from space, new drugs - this is not a complete list of works that have attracted the attention of the federal media this year.
One of the indicators of the success of scientists’ work is scientific publications. There is even a special field of research - scientometrics, which deals with assessing the quality of scientific publications. Without going into the details of these studies, we can say that a scientific article is different from an article. What is important is not the fact of publishing an article (there are so-called garbage magazines where they print anything for money), but where the article is published. Scientific journals are divided into very good, good and bad. In terms of the number of articles in good scientific journals, the institutes of the Krasnoyarsk Federal Research Center occupy 22nd place among all Russian organizations engaged in science, including universities.
If we look only at the organizations of the Academy of Sciences, then the Federal Research Center KSC SB RAS is in third place, ahead of us is one institute each from Moscow and St. Petersburg. Not a bad result for Krasnoyarsk.
Comparison of publication activity indicators of Russian organizations over the past 5 years.
Of course, there is still not much science in Krasnoyarsk. In recent years, there has been an increase in publication activity, but we have not yet been able to catch up with Novosibirsk or Tomsk. This difference is easily explained. If in Krasnoyarsk there were 5 institutes within the structure of the pre-reform Academy of Sciences, then in Novosibirsk there were more than thirty. Moreover, some of them are larger in size even than the joint Federal Research Center in Krasnoyarsk. This is where size and gross funding matter. Science is done by scientists. In order to have more science, you need to have more active scientists.
If we consider the number of scientific publications as a measure of a scientist’s activity, then Akademgorodok scientists have good indicators. In some institutes of the Federal Research Center KSC SB RAS, the average productivity exceeds one scientific article per year per researcher. In general, the joint center publishes approximately 0.7-0.8 articles per year per researcher. This is a good indicator; the average productivity of scientists in Russia is 0.2-0.3 articles per year.
However, for scientists, and for all of us, it is not the numbers that are important, but the concrete results. There are more than 60 laboratories in the institutes of the Federal Research Center, each of which is ready to tell everyone what Krasnoyarsk researchers are doing. Every year, Akademgorodok scientists win dozens of grants, conduct hundreds of experiments, and go on expeditions to different parts of the country and the world. In recent years, young people have entered science, the average age of scientific workers has decreased significantly, and new laboratories are opening under the leadership of young scientists.
The crisis of recent years has slightly slowed down the growth rate of local science, but new opportunities need to be seized. The development program of the Federal Research Center has been approved at the federal level. The first batches of equipment purchased under this program are already arriving at the institutes. The work is targeted - expensive instrument systems are being purchased for the development of priority areas.
In general, a unique situation has developed in Krasnoyarsk - there are all the prerequisites for the development of a “smart city”. First, we created one of the first federal universities in the country. Then the Federal Research Center and a flagship university appeared in the city. This potential for federal attention and financial investment must be used wisely.

Academician A.L. Aseev sharply criticizes the Federal Research Center "Krasnoyarsk Scientific Center SB RAS" and, among other things, accuses the center's management of destructive actions, calls for a business, legal and ethical assessment of the actions of the directors of the institutes of the Krasnoyarsk Scientific Center, and refers to unofficial negative assessments center from the leadership of the regional administration. Almost all of these accusations are based on emotions rather than facts. Most of them are not true. We do not consider it necessary to comment on the immediate emotional assessments on the part of Academician Aseev. Therefore, we provide a brief chronological summary of the creation of the Federal Research Center "Krasnoyarsk Scientific Center SB RAS" and the formal results of the meeting with the participation of representatives of the Presidium of the RAS, FANO of Russia, heads and representatives of most regional scientific centers of the RAS, the administration of the Krasnoyarsk Territory, which took place on January 25−26, 2017 year in Krasnoyarsk and was devoted to the problems of reorganization of regional scientific centers of the Russian Academy of Sciences.
The active phase of structuring the network of scientific institutions of the SB RAS, including those located in Krasnoyarsk, began after the order of the President of the Russian Federation V.V. Putin No. Pr-1362 dated June 8, 2014.
In response to this order and the proposals of the Federal Agency of Scientific Organizations on the principles of structuring the network of scientific institutions of the Russian Academy of Sciences, the Presidium of the Siberian Branch of the Russian Academy of Sciences adopted a resolution (No. 222 of September 11, 2014) in which, among other things, it addressed the presidiums of scientific centers of the SB RAS with a request to formulate proposals for structuring the network scientific organizations of the Russian Academy of Sciences, ensuring their effective integration.
The Presidium of the KSC SB RAS, on the basis of decisions of the scientific councils of scientific organizations subordinate to the FANO of Russia (10 organizations in total), located in the Krasnoyarsk Territory, sent a letter to the head of the FANO of Russia, M. M. Kotyukov, with a decision to create a Federal Research Center "Krasnoyarsk Scientific Center" in Krasnoyarsk SB RAS" by joining the institutes to the KSC SB RAS with the condition of maintaining the integrity of the land and property complex of the KSC SB RAS (letter No. 158 000/13042015 dated 04/13/2015).
During the period from May 5 to May 6, 2015, the joint scientific councils of the SB RAS on physical, biological, chemical, agricultural and medical sciences at their meetings heard the directors of the institutes of the KSC SB RAS on the profile of the relevant educational institutions and supported the concept of the development program of the FRC KSC SB RAS and the entry of the institutes into its composition.
On July 29, 2015, at a meeting of the working group on the restructuring of FANO and RAS in the government of the Russian Federation with the participation of representatives of FANO Russia, the Ministry of Education and Science of Russia, the Russian Academy of Sciences and heads of institutes of the KSC SB RAS, the concept of creating the Federal Research Center KSC SB RAS was supported.
President of the RAS V. E. Fortov in a letter to Deputy Chairman of the Government of the Russian Federation A. V. Dvorkovich (No. 1−10 001−1320/561 dated December 30, 2015) noted that, based on extensive discussion, the decision to create the Federal Research Center KSC SB RAS was made and supported by the Presidium of the Russian Academy of Sciences.
Based on the agreed positions of the RAS, FANO, the Ministry of Education and Science of the Russian Federation and regional authorities, Deputy Prime Minister of the Russian Federation A. V. Dvorkovich supported the proposal to create the Federal Research Center "Krasnoyarsk Scientific Center SB RAS" (document AD-P8−458 dated 01.02.2016 ).

The Federal Research Center "Krasnoyarsk Scientific Center SB RAS" was created on August 1, 2016. Today, according to the Russian Science Citation Index, the Federal Research Center of the KSC SB RAS in terms of the number of publications indexed in Web of Science and Scopus (the main indicator of the organization’s scientific activity) ranks third in Russia among organizations of the Russian Academy of Sciences.

At the meeting, the experience of creating the Federal Research Center KSC SB RAS was reviewed. The meeting participants visited the institutes of the KSC SB RAS and had the opportunity to communicate not only with the leadership of the Federal Research Center, but also with the teams of the institutes.
As a result of the meeting, a resolution was adopted, which noted that a single and strong federal research center or a federal scientific center created in the region will be able to preserve scientific schools, optimize the property complex, infrastructure, and adequately represent academic science in government bodies at the federal and regional level. levels.
Based on the results of the meeting, in particular, the following decisions were made.
Recognize the positive experience of creating the Federal Research Center KSC SB RAS and the Tomsk National Research Medical Center of the Russian Academy of Sciences.
- Recommend that FANO Russia and the Russian Academy of Sciences summarize the experience of creating and operating the Federal Research Center KSC SB RAS and use it in structural transformations of the network of scientific organizations in the regions.
- To recommend that the RAS and FANO of Russia intensify work on coordinating projects for the creation of FIC/FSC in pursuance of the Order of the President of the Russian Federation dated 02.2016 No. 260 - PR.
- Accept as a basis the draft model Charter of the Federal Research Center/Federal Scientific Center, finalizing it taking into account the comments and suggestions made. Submit a model Charter for consideration to the Presidium of the Russian Academy of Sciences.
- Representatives of the Russian Academy of Sciences should inform the Presidium of the Russian Academy of Sciences, the bureau of the branches of the Russian Academy of Sciences about the results of the meeting.
Thus, today the experience of creating the Federal Research Center “Krasnoyarsk Scientific Center SB RAS” is considered as an example of effective reform of scientific centers of the Russian Academy of Sciences. As for the statements of A.L. Aseev, it is indicative that during the entire period of sharp criticism (2014−2016), despite numerous invitations (including to a meeting on January 25−26, 2017), Academician Aseev never visited the Krasnoyarsk Scientific Center of the SB RAS. It is unlikely that correspondence criticism based on emotions can be considered a constructive approach. Speeches and sharp accusations against the center’s scientists at the moment are Aseev’s personal position and do not reflect the opinion of any of the main participants in the reorganization process (RAS, FANO and regional authorities).
